"What the heck is happening" is right

"The Tenth has been featured a lot on here, but I stumbled across this page from the comic and thought it definitely belonged here (more because of the "sexualized in defeat" aspect than necessarily anatomy). At least the skirt folds conveniently to preserve her modesty :^) /s"

While trying to figure out what the context for this panel was, I found 2 other subsequent panels, and it doesn't answer more questions about what's happening (outside of "because women sexy when tied up"), but I think the tendrils are tearing the Asian girl's legs off and bending the blonde girl into a human bottle opener.

That second panel would also be a boobs and butt pose if it weren't for her calf blocking her butt.
