Fairest #9, a Fables spinoff series. Though the redhead is some kind of fox woman, the blonde is Rapunzel, and other than the hair she’s supposed to be a normal woman. I don’t know if that counts as swivel waist or dislocated hips or if “hip butt” is a thing, but in any case, it’s really weird.
